UK Department for International Development

Elsevier has established a funding body agreement with UK Department for International Development (DFID) - now the Foreign, Commonwealth & Development Office (FCDO)(opens in new tab/window) - to help authors publishing in Elsevier journals comply with, and to facilitate a successful implementation of, their policy. Details about how to comply are outlined below.

Agreement

DFID grantees whose research contracts were awarded after 1 November 2012 are requested to pursue open access publishing and are required to submit an electronic copy of the final manuscript of their research papers to the Research for Development (R4D) repository. Gold open access

DFID-funded authors can comply with the DFID open access policy by choosing to publish in either an Elsevier open access journal or in a subscription journal which has an open access option. This includes journals published by The Lancet.

To provide open access, a publication fee needs to be met for each article published open access. For information about specific open access publication fees, please refer to the individual journal homepage and guide for authors. DFID will include the cost of open access publication fees in the overall project budget and DFID requires funded authors to include open access publication fees into their Access and Data Management Plan. As this forms the overall project budget, DFID expects that authors will follow the ‘gold’ route whenever it is available.

All articles published open access have permitted reuse which is determined by the author's choice of user licenses.

Green open access

DFID-funded authors are required to submit an electronic copy of the final manuscript of their research papers to the Research for Development (R4D) repository. Upon final publication, Elsevier will send to R4D the final document used to generate the published journal article that appears on ScienceDirect. This document reflects all author-agreed changes that arise from the peer-review, copy-editing and proofing processes.

Elsevier will authorize its public posting on R4D, immediately. R4D will also link directly to the final published journal article, which will continue to reside only on Elsevier’s websites and which Elsevier will make freely available to both non-subscribers and subscribers. Subject to certain conditions, documents published under this open access model may be redistributed and reused.

There is no change to Elsevier’s sharing policy that allows authors to post revised personal versions of manuscripts (those that reflect changes made in the peer review) on their own websites and the sites of their institutions, provided a link to the journal is included.

Posting directly to R4D or other sites outside an author’s institution continues to be prohibited, as does any further republishing or redistribution of Elsevier copyright-protected content and society copyright-protected content published by Elsevier.
