Agreement between CAPES and Elsevier
The Coordination for the Improvement of Higher Education Personnel (CAPES) and Elsevier have established a Read and Publish agreement that provides for the funding of open access (OA) article publication fees in Elsevier hybrid journals for corresponding authors affiliated with institutions participating in the CAPES Journal Portal, listed in this agreement.
Under the terms of the agreement, when publishing in open access in hybrid journals that are part of the agreement, eligible corresponding authors may have the Article Processing Charge (APC) covered by CAPES.
When does the agreement apply?
The agreement applies exclusively to articles whose editorial acceptance date falls between January 1, 2026, and December 31, 2028.
Regardless of the submission date, articles accepted outside this period are not eligible for APC funding under this agreement.
Process
How does the process work?
Journal selection: choose an eligible journal within the scope of the agreement. See the Journals section below to check the titles included.
Submission: submit your article through the submission system of the chosen journal. Always use your institutional email address—this is one of the ways to validate your eligibility.
Publication options: the system will present personalized options, including relevant agreements such as CAPES. In hybrid journals, you will be asked if you want to publish in open access (this choice can be confirmed again after acceptance). Next, the license options will appear and you must confirm the CC BY license, as required by CAPES Ordinance No. 120.
Article acceptance: if the article is accepted, you will receive an email with a link to the “post-acceptance author workflow.”
Confirmation: review and confirm your affiliation and research funder details. The system will display customized options, including publication under this agreement between CAPES and Elsevier (select this option).
Validation: CAPES will validate the eligibility of the corresponding author and make the final decision on APC funding.
Confirmation: you and your co-authors will receive an email confirming that the APC will be covered by the agreement between CAPES and Elsevier.

Financial aspects and limitations
The agreement covers only the Article Processing Charge (APC) within Elsevier hybrid journals. Additional editorial costs that may be charged by journals, such as excess pages, color figures, or supplementary materials, are not included and remain the responsibility of the authors.
