Deputy Director General for the Adoption and Regulation of the Artificial Intelligence

David de Francisco Marcos holds a degree in Computer Engineering from the University of Valladolid, where he also obtained a Diploma in Advanced Studies in Information Technology and Artificial Intelligence. He has a Master’s degree in Information Systems and Technologies for Public Administration from the Menéndez Pelayo International University and an Executive MBA from the European Business School.

After more than fifteen years participating in European innovation projects and leading ICT innovation initiatives within companies such as Telefónica I+D and Minsait, he began his career as a civil servant in 2021 within the Secretary of State for Digitalisation and AI. From there, he has been involved in the development of the National Artificial Intelligence Strategy and has led the definition and development of the 2024 National AI and Quantum Technologies Strategies, including numerous initiatives and public policies linked to the adoption of AI in Spain and its regulation.
